Looks like this individual’s rant is subsiding. The accusations are getting easier. I’ll assume that the individual is confusing a glance with staring and then I’ll go on to define staring in this context as viewing with inappropriate thoughts.
Obviously, just seeing a woman isn’t wrong. Even admiring her beauty is not a sin. But when you go further than that in our thoughts, you are sinning. God equates the inappropriate thoughts as the same thing as actually committing the act of adultery. That’s pretty much it.
When in 2 Samuel 11, David saw Bathsheba, naked on the roof, it wasn’t a sin. When he continued to look, because of inappropriate thoughts (lust), he then sinned. David went further and sinned by acting on the thoughts he had for Bethsheba. And he continued compounding the sin until he had committed murder.
In a similar fashion, Christ also tells us that we commit murder when we think ill of other people or how to harm them (Matthew 5:22).
